California Primary Care Association's mission is to lead and position community clinics, health centers and networks through advocacy, education, and services as key players in the healthcare delivery system to improve the health status of their communities.


Purpose of Position:

The Director of Value Based Care (VBC) is a leadership position within the Health Center Optimization and Legal Affairs department tasked with leading initiatives that enhance the practice transformation capabilities of community health centers to respond to value-based care demands. This role is responsible for creating and deploying training, education, and technical assistance to health centers and consortia on high-impact, whole-person care models that improve health outcomes and promote value-based care. The position will directly coach multi-disciplinary teams of health center professionals (including quality improvement staff, clinical professionals, ancillary support staff, and administrators) on strategies for improving the care experience and clinical outcomes for health center populations of focus.
 
The Director of VBC interfaces regularly with Association leadership (including senior and executive staff and Committee and Board members) and fosters productive relationships with external stakeholders, including partners within philanthropy, non-profits, and state government.

Primary Responsibilities:
  1. Serve as internal subject matter expert and lead the development of educational resources, training opportunities, and technical assistance (including webinars, in-person workshops and conference events, toolkits and manuals, newsletter articles and/or brochures, web-content, peer networks, plus programs, etc.) to diverse audiences on the topic areas of: practice transformation, quality improvement, value-based care models, and older adult care models. Ensure alignment of the content with CPCA’s strategic plan, grant-funded training and technical assistance, and regulatory/legislative agenda.
  2. In coordination with the Deputy General Counsel and other department staff, develop and manage effective workplans to implement the Association’s strategic goals.
  3. Strategically build relationships that support the Association’s goals and objectives, including with state and federal government agencies and departments, associations, health centers, payers, and other partners and stakeholders.
  4. Team with appropriate internal staff and external partners to evaluate and respond to state and national policy, regulations, and other guidance related to health center operations. Report on findings to stakeholders, raise awareness, and coordinate a response.
  5. In coordination with grant/development staff, responsible for researching, preparing, submitting, and managing grant proposals; and managing existing grant-funded projects (including those directly assigned and those assigned to subordinate staff) that support association goals and meet funder guidelines and criteria. Foster relationships with funders (including private organizations, foundations, and government entities).
  6. Independently (or with consultative support) conduct research, collect and analyze data, prepare scheduled and special reports, prepare information for grant reports, maintain program/project records and statistical information.
  7. Coordinate topic specific Peer Networks, Task Forces, and/or Technical Advisory Committees that includes scheduling, supporting, leading, facilitating, communicating with members, and preparing content and presentations for meetings.  Attend and possibly present as needed at other peer network, task force, or committee meetings.
  8. In coordination with senior leadership, maintain the operational efficiency, effectiveness, and organization of the department, including supervising, training, mentoring, and evaluating staff, department budgeting and expenses tracking, record keeping, and other support.
  9. Represent health centers and the Association’s missions, priorities, and interests with integrity and professionalism at local, statewide, and national forums. Attend and present as needed at CPCA and partners’ events.
Skills and Abilities Required:
  1. Knowledge of value-based care models, effective whole-person, multi-disciplinary care teams, practice improvement, quality measures, and the quadruple aim.
  2. Advanced program management and leadership skills including the ability to recommend strategic direction and influence change.
  3. Advanced problem solving, critical thinking, time management, and organization skills, paying high attention to detail.
  4. Strong presentation and written communication skills.
  5. Effective interpersonal and professional skills when engaging with internal staff, Association membership and Board of Directors, vendors, and partners.
  6. Work collaboratively with senior leadership and multi departmental teams.
  7. Proficiency in Microsoft Office and web-based applications and platforms.
Additional Responsibilities:
  1. Support the Association’s Strategic Plan.
  2. Support the Association’s vision of being an antiracist organization.
  3. Attend, participate, and/or lead in required Association meetings and events.
  4. Participate and represent the Association as requested at state, regional, and national events.
  5. Travel for national, regional, and state meetings, training and site visits by air and ground transportation.
  6. Reports regularly to supervisor.
  7. Other duties as assigned.
Education and Experience:

Bachelor’s degree in public health, public policy, healthcare administration, or related field required. Master’s degree preferred. Minimum of four years of management experience and experience within the healthcare field, specifically in coaching multi-disciplinary health center teams on practice improvement, value-based care, and the quadruple aim. Experience with community health centers, member-driven associations or non-profit organizations is also preferred. Relevant experience may be considered in lieu of degree requirement.

Association Expectation:

Due to network security and hybrid work this position requires the employee to have a cell phone with a data plan and home internet service, both are reimbursed at a set rate each month. All hires are required to maintain residence in California. This is a hybrid position with employees coming into the office in downtown Sacramento.

Compensation: $123,369 - $130,626
